If he's going to meet someone who he might make that lasting connection with, then surely the chances will be better in a big city than in a small one, as the pool of potential partners will be a lot bigger. That big city could be in Turkey, or abroad. But if he's going to move, I think he shouldn't do it just for that reason, because there are no guarantees where romance is concerned. If I were him, I would choose a location like Istanbul, think about what job/career he could find there and go for it. The worst that can happen is that he will (hopefully) find a decent job, along with all the other advantages and life opportunities that big cities have to offer; and who knows, maybe he will meet someone nice too!
